The 2025 National Children’s Month Celebration carries a powerful and urgent theme: “OSAEC–CSAEM Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban!” This message calls on every Filipino to take part in ending Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM). As technology continues to evolve, children become more exposed to online risks, making this issue more relevant than ever. The theme reminds us that protecting children is not only a responsibility but a moral duty shared by families, communities, and the government.



Over the years, the government has strengthened laws and programs to protect children’s rights, safety, and dignity. The passage of the Anti-OSAEC and Anti-CSAEM Act (Republic Act 11930) is one of the strongest steps taken to fight online child exploitation. Government agencies such as the Department of Social Welfare and Development (DSWD), Department of Justice (DOJ), and the Philippine National Police–Women and Children Protection Center (PNP-WCPC) work together to track offenders, rescue victims, and provide support services like counseling, temporary shelters, and legal assistance. These efforts show that the government recognizes the seriousness of the issue and is taking action to address it.

However, the fight does not end with laws alone. The safety and rights of children also depend on awareness, education, and community involvement. Schools now include lessons on digital safety, responsible technology use, and reporting mechanisms. Barangays and local government units organize seminars and campaigns to inform parents about how to protect their children online. These initiatives show that protecting children is a shared effort that requires cooperation and vigilance from everyone.

In the end, the theme of this year’s celebration serves as a reminder that children deserve to grow up in a safe environment—free from abuse, fear, and exploitation. Protecting their dignity and rights ensures that they can enjoy childhood and grow into empowered individuals. As a society, we must continue supporting programs and laws that shield children from harm, while also educating ourselves on how to create a safer online and offline world for them.
